City of Woodlake Chief of Police / 1998 - Present

Responsible for planning, directing, managing and overseeing the activities and operations of the Police Department for the City of Woodlake including patrol, crime prevention, investigation, dispatch and records. In addition to the day-to-day administration of the police department, my role as Police Chief includes responding to and resolving difficult and sensitive citizens' inquires and complaints, maintaining order and promoting safe and secure neighborhoods by partnering with the community.

Major accomplishments include:

Grant-Funded Programs-

  • Child abuse investigations
  • Secured Driving Under the Influence (D.U.I.) enforcement grants
  • Secured Office of Transportation and Safety (O.T.S.) grants for seat belt enforcement and car seat violation and education

Youth Programs-

  • Implementation of school resource officer serving five school sites providing instruction in drug awareness and gang awareness
  • Established Police Explorer program consisting of twenty young men and women learning the fundamentals of a law enforcement agency and duties of a police officer
  • Developed and organized overnight camp outs with youth and Woodlake Police Officers producing positive relationships between youth and police which has ultimately had a direct impact on juvenile crime reduction in Woodlake

Senior Citizen Programs-

  • Established Are You Okay (R.U.O.K.) program that provides personal safeguards of seniors at their homes
  • Initiated a Scam Alert program that alerts seniors of present dangers
  • Launched regular meetings at Senior Citizen housing centers informing them on how not to be a victim

Merchant Relationship Programs-

  • Established regular meetings with merchants and implemented fingerprint protocol for check cashing
  • Initiated Check Alert program for merchants designed to protect against fraud


Tulare County Sheriff's Department / Sheriff's Sergeant 1981 - 1998

During my seventeen years with the Tulare County Sheriff's office, I was assigned to almost every division and most units with the last eight and one half years assigned to supervising the violent crimes unit. During this time, I responded to many crime scenes by taking charge and conducting full-scale investigations as well as testifying in court. I was accountable for the manner in which my subordinates conducted these sensitive investigations. I was responsible for furnishing performance evaluations of subordinates, assigned appropriate training, and help employees accountable for their actions.


Orange County Sheriff's Department / Deputy Sheriff II 1978- 1981

During my assignment as a deputy sheriff, I served in the detention facilities and learned first-hand about the problems associated with incarceration. The care and custody of inmates is loaded with liability. Remaining calm, making good decisions and following standing rules and procedures was integral to avoiding riots, suicides and violent encounters. This experience helped broaden my knowledge of law enforcement and provided me with a management background.
